The plan was released on June 2, 2021, by the California Health & Human Services Agency (CHHS). The plan is funded by $2.2 billion in state funding matched by about $3 billion in enhanced federal funding provided by the American Rescue Plan Act of 2021 (ARPA). The plan invests in 35 initiatives across a range of state programs for the following categories of services:
