On June 6, 2012, the Pennsylvania Department of Public Welfare released an update for counties in joinder agreements for the Human Services Block Grant. The update includes information on how the block grant will impact joinder agreements. Starting July 1, 2012, each county's pro rata portion of the joinder allocation will be calculated using the total county population.
