August 2002 Evaluation of the Evercare Demonstration Program Final Report The Centers for Medicare and Medicaid Services tested the Evercare Medicare model in a demonstration project. The evaluation report was prepared by Robert L. Kane, M.D., of the school of Public Health, University of Minnesota. During the pilot, the control group was nearly twice as likely to be hospitalized as the Evercare enrollees. The rate of emergency room was nearly twice as high for the control group.
