May 29, 2007 Texas Senate Bill 758 This bill called for repealing a section of Senate Bill (SB) 6, passed in 2005, which called for moving the Texas foster care system to system of private agencies contracted to operate foster homes and services under the supervision of an independent administrator. SB 6 mandated that the foster care system be privatized by 2009. Instead, SB 758 permits a pilot project in which the Texas Department of Family and Protective Services would contract for case management services for 10% of Child Protective Services cases.
