The opinion concerns collective bargaining violations by the Illinois Department of Healthcare and Family Services (HFS) that occurred during procurement processes HFS used to contract with MAXIMUS Health Services, Inc. to verify the Medicaid eligibility of the state's 2.7 million Medicaid beneficiaries.
