2025 Determination Letters On State Implementation Of IDEA

The report was released on June 20, 2025, by the federal Department of Education. It presents the results of the Department's evaluation of each state/territory/jurisdiction's efforts to meet the requirements of the Individuals with Disabilities Education Act (IDEA) in 2023. In total, 30 states, seven territories, and two other jurisdictions fell short and need assistance to meet the IDEA special education targets for students with disabilities ages 3 to 21 years.
