March 2008 Maryland's Juvenile Justice Monitoring Unit (JJMU) Quarterly Report for January-March, 2008 addresses concerns about inadequacies in the DJS residential facilities. It highlights worsening physical conditions and levels of violence at some facilities as well as many staff members who have not completed minimum training. The report noted challenges the Victor Cullen facility is having in fully staffing and implementing treatment programs. Youth report that they leave the center without job skills or clarity about their futures.
