June 25, 2012
Michigan's child welfare system came under federal oversight on October 24, 2008 as a result of a class action lawsuit, Dwayne B. v. Snyder, filed by New York- based Children's Rights. During 2011, Department of Human Services (DHS) and the court renegotiated the consent decree to focus on childrenÂ’s outcomes, and on July 18, 2011, a modified settlement agreement (MSA) went into effect. On June 25, 2012, DHS released the first MSA monitoring report covering October to December 2011. The monitors noted DHS achievements during the first reporting period.
