The legislation affects operations of the California Department of Developmental Services and the state's 21 Regional Centers that oversee provision of developmental services. A key provision changes how the centers handle consumers covered by commercial health insurance. Previously the regional centers could provide financial assistance to insured consumers to cover copayments and coinsurances. The regional centers will no longer be allowed to pay any portion of a consumer’s health insurance deductible and will only pay co-pays and co-insurance for insured families and adult consumers whose incomes are below 400% of the federal poverty . . .
