May 2008 The Allegheny County, Pennsylvania, Single Point of Accountability (SPA) plan is intended to be a consumer-focused, recovery-based service coordination model that will rely on the service coordinator (formerly called a case manager) to provide behavioral health service consumers living in the community with a single person or team that will handle any question or concern.
