California Department Of Health Care Services Medicaid Expansion Low-Income Health Plan (LIHP) Transition Plan Information

The state described how it plans to transition individuals in the Medicaid expansion population from county-run Low-Income Health Plans (LIHPs) to Medi-Cal as of January 1, 2014. The LIHPs which launched in 2012 enrolled two populations, people eligible for Medicaid and people earning more than the Medicaid limit. The document also describes how the higher income LIHP members will be transitioned to commercial health plans through Covered California, the state's health insurance marketplace.
