North Carolina Senate Bill 423 the Foster Care Family Act
On July 2, 2015, North Carolina enacted Senate Bill 423 to align state foster care policies with federal law. A key provision implements the "reasonable and prudent parent standard" to allow foster parents to permit foster children to participate in social, extra-curricular, or other enrichment activities. Another provision directs the state Department of Health and Human Services (DHHS), Division of Medical Assistance (DMA) to seek a Medicaid waiver to provide home- and community-based services for children with serious emotional disturbance who might otherwise be admitted to a psychiatric hospital or group home setting.
