In this lawsuit filed July 6,2015, health insurer Cigna sued a group of 11 ambulatory surgery centers and Surgical Center Development, Inc. alleging billing fraud related to a fee-forgiveness program. The ambulatory surgery centers were not part of Cigna's participating provider network. Cigna alleges that the ambulatory surgery centers offered the out-of-network fee forgiveness program to entice potential patients covered by Cigna to use the centers' services, but billed Cigna for the full cost of services . . .
