On July 7, 2025, the U.S. Department of Labor (DOL) published this withdrawal of its proposal to end the practice of issuing 14(c) certificates to allow employers to pay subminimum wages to workers whose earning or productive capacities are impaired by a physical or mental disability, including those related to age or injury.
