May 2008 This report by the Community Safety and Reentry Commission, appointed by Illinois Governor Rod Blagojevich, presents recommendations for improvements to prisoner reentry services in the state with the goal of reducing rearrest and involvement with the corrections system. The CSRC proposed a greater emphasis on community-based reentry services, increased job preparation and placement for inmates, more model programs that build capacity in areas with high recidivism rates, and increased use of transition units during the last months of incarceration . . .
