CFYJ Releases report; Misguided measures: The Outcomes and Impacts of Measure 11 on Oregon’s Youth
July 15, 2011 On July 21, 2011, The Campaign for Youth Justice (CFYJ) released this study describing the effects of Measure 11's impact on youth. Measure 11 was passed in 1994 and created new mandatory minimum sentences for youths committing certain crimes, requiring the youth to be tried as adults. The CFYJ study found that the promised jail sentences have not been followed through and Measure 11 has not helped the young people lead crime-free lives after incarceration.
