On July 18, 2013, the United States Senate published a report on the states’ ongoing struggle to fulfill the community living promise of the American With Disabilities Act (ADA) and Olmstead. The report includes information on home and community-based services (HCBS), long-term services and supports (LTSS), individuals with disabilities, mental illness, nursing facilities, spending, and populations served.
