August, 2004 Re: New Lisbon Developmental Center, New Lisbon, New Jersey Dear Governor McGreevey: On March 20, 2002, we notified you that we were initiating an investigation of conditions at the New Lisbon Developmental Center (hereinafter "New Lisbon"), pursuant to the Civil Rights of Institutionalized Persons Act ("CRIPA"), 42 U.S.C.1997. New Lisbon is the largest state-operated facility serving persons with developmental disabilities in New Jersey.
