On August 2, 2016, Disability Rights Washington (DRW) filed this lawsuit in the U.S. District court asking the Washington Department of Social and Health Services (DSHS) and the state’'s Health Care Authority to develop plans and procedures to move people out of institutions who have been identified as able to do so and have expressed that they would like to move into regular neighborhoods with appropriate support and care. According to the lawsuit, 91 people have been identified in the state as either wanting to leave an institutional setting or they are at great risk of becoming institutionalized . . .
