PCPA Position Paper: Drug & Alcohol Licensing Problems & Recommendations for Changes
July 17, 2008 The Pennsylvania Community Providers Association (PCPA) released the draft paper to present the problems and recommendations to PCPA members prior to presenting the recommendations to the Commonwealth drug and alcohol licensing agency. The paper cites problems related to drug and alcohol licensing experienced by members. PCPA members noted that the Commonwealth's current licensing regulations created barriers that decrease access to services for consumers seeking treatment. The recommendations note consumers facing barriers to service may have higher emergency department utilization or may become incarcerated, both of which are more costly than providing drug and alcohol treatment . . .
