August 4, 2011 On August 4, 2011, Connecticut Department of Children and Families published this report which outlines the departmentÂ’s challenges and future plans for rightsizing and redesigning congregate care placement. The four goals outlined in the report constitute of reducing the number of children ages 12 and under in congregate care and eliminating placements of children age six years or younger, reducing the length of stay in placements, reviewing and repurposing therapeutic group homes, and implementing a system of performance management.
