The report was released by Kentucky Protection & Advocacy to determine whether personal care homes (PCHs) in Kentucky constitute integrated or institutional settings for individuals with disabilities. The report authors visited 20 personal care homes throughout the state; and interviewed 20% of the resident population at each home. The interview questions focused on the residents' ability to control their activities and opportunities to interact with the larger non-PCH community. The report concluded that PCHs are congregate settings that segregate persons with disabilities from the community.
