The memorandum of understanding (MOU) concerns a federal-state initiative to integrate service delivery and payment for people dually eligible for both Medicare and Medicaid. Fifteen states are participating in the initiative. The MOU between Massachusetts and the federal Centers for Medicare and Medicaid Services is the first to be signed for the financial alignment aspect of the demonstration.
