The Department of Veterans Affairs (VA) released the request for proposals (RFP VA26213Q1033) on August 26, 2013. Proposals were due by September 6, 2013. The VA sought bids for two services to be provided in San Diego County, California, to an estimated 600 veterans annually. The services included opioid substitution treatment, which for each veteran includes an initial evaluation, a daily methadone dose, two counseling sessions per month, and two random drug tests per month, and additional 50-minute counseling sessions. The contract was awarded to Mission Treatment Services.
