North Carolina Child Welfare Preliminary Reform Plan

The report was released on September 5, 2018, by the North Carolina Department of Health and Human Services (DHHS). It is one of two reports presenting the results of an independent assessment of North Carolina’s social service and child welfare systems. The assessment was conducted by the Center for the Support of Families (CSF), under contract with DHHS.
