DOJ Findings Letter Regarding Allegations Of Portland Police Bureau’s Use Of Excessive Force Against Persons With Mental Illness

This letter reports the findings ofthe United States Department of Justice (DOJ) following its investigation of the Portland, Oregon Police Bureau regarding allegations of excessive force used in encounters with persons with mental illness. The DOJ said that the allegation was substantiated and that the department's pattern and practice of excessive force was unconstitutional. The Portland Polic Bureau was ordered to revise its policies, and on October 26, reached a settlement agreement with DOJ.
