Massachusetts 2012 Title IV-E Waiver Demonstration Application

In July 2012, the Massachusetts Department of Children and Families (DCF) submitted a demonstration waiver to the Administration for Children and Families (ACF) seeking to implement a Title IV-E Child Welfare Project. ACF granted the waiver, which permits the state to use federal foster care funding to provide services to children without removing the children from their homes.  Massachusetts seeks to use the Title IV-E flexibility to launch a unified service model called "Caring Together" that integrates congregate care treatment and community-based treatment.
