August 2007 Alice P. Lin, Ph.D. reviewed the North Carolina Department of Health and Human Services (DHHS), Division of Mental Health, Developmental Disabilities and Substance Abuse Services implementation of Local Management Entities (LME) and their effectiveness in addressing the needed mental heath system reforms. In her study, seven of North Carolina's 25 LMEs were selected for review.
