Massinga class action lawsuit filed against the Maryland Department of Human Resources (DHR) noted that some children were still not receiving regular medical care, school enrollment tracking needed improvement, and that the Baltimore City Department of Social Services (DSS) still lacks sufficient appropriate foster care placements. The consent decree in the L.J., v. Massinga lawsuit was approved by the court in August 1988.
