Pennsylvania House Bill 135 of 2012; Justice Reinvestment Initiative

The legislation enacts a funding mechanism needed for Pennsylvania to implement a corrections reform initiative intended to reduce prison populations by diverting non-violent offenders from prison sentences to county-based community corrections. The legislation was signed into law on October 25, 2012; the provisions go into effect within 60 days. The legislation defines how cost savings generated through the reforms will be distributed among local communities for use by law enforcement, probation, parole, and victims services.
