Strengthening Temporary Assistance For Needy Families As A Safety Net & Work Program
The proposed rule was issued on October 2, 2023, by the federal Administration for Children and Families (ACF). In the rule, ACF outlined seven changes to the Temporary Assistance for Needy Families (TANF) program:
Establish a ceiling on the term “needy” to refer only to families with incomes at or below 200% of the federal poverty line.
Clarify when an expenditure is “reasonably calculated to accomplish a TANF purpose.”
Exclude cash donations and the value of in-kind donations from non-governmental third-parties as allowable TANF maintenance-of-effort (MOE) expenditures for states.
