October 11, 2006 Consumer Service Reviews: 2006 Baseline Reviews The findings of this pilot assessment tool entitled Consumer Service Reviews: 2006 Baseline Reviews, will enable the Indiana Family and Social Services Administration (FSSA) to determine statewide and regional strengths and weaknesses in providing services for adults and youth with mental health or substance abuse problems. FSSA sought to establish a way to measure consistency and quality of service performance so that it could assess its progress in transforming the social service system.
