September 2007 The case of Brown v. Tennessee Department of Finance & Administration, a class action lawsuit filed in August 2000 and settled in 2004, released the agreement between parties. The settlement calls for the state to develop its mental retardation services infrastructure and provider network capacity to support expansion of quality home and community-based Medicaid waiver support services for people with developmental disabilities.
