October 18, 2007 In this report the Harvard Family Research Project looks within and across four human service sectors -- early childhood, child welfare, juvenile justice, and youth development -- along with public school education, to determine what research and evaluation reveal about the ways investments in the workforce lead to better child and youth outcomes. The review of the empirical research resulted in a preliminary framework, or logic model, describing how workforce elements could lead to improved outcomes.
