Los Angeles County Department of Public Health—Drug Medi-Cal Program Audit

The Los Angeles County Auditor-Controller analyzed the Los Angeles County Department of Public Health’s Substance Abuse Prevention and Control Division (SAPC). SAPC is the fiscal intermediary of the Drug Medi-Cal program in Los Angeles County. During fiscal year 2012-2013, SAPC contracted with 147 program provider organizations with 350 locations, to provide services to approximately 30,000 clients. The auditor recommended ways that the county could improve program integrity. In July 2013, the state began investigating fraud allegations involving about one-third of the county's SAPC provider organizations.
