October 27, 2006 Clarification Regarding Family Members as Paid Providers Under North Carolina CAP-MR/DD Waiver This memo to the North Carolina Legislative Oversight Committee and other North Carolina Department of Health and Human Service stakeholders details how the CAP-MR/DD Waiver will change how family/guardian caregivers may provide care for their family members. In general the new rules are intended to reduce conflicts of interest, improve service quality monitoring, and increase choice for consumers.
