November 2004 Evaluation of the Youthful Offender System (YOS) In Colorado This report represents the second evaluation conducted by the Colorado Division of Criminal Justice (DCJ) of the Colorado Department of Correction's (DOC) Youthful Offender System (YOS). This study presents recidivism rates, offender profiles, and a broad picture of the operations of YOS as observed from the perspective of the residents, staff, treatment providers, and administrators.
