Small Business Health Insurance Exchanges: Low Initial Enrollment Likely due to Multiple, Evolving Factors (GAO-15-58)
In this report released in November 2014, the Government Accountability Organization (GAO) examine the early implementation experiences of the Small Business Health Options Programs (SHOPS). The GAO reviewed state and federal data and interviewed key stakeholders in five states. As of June 1, 2014, the 18 state-run Small Business Health Options Programs (SB-SHOPS) had enrolled a lower than expected 76,000 people, from 11,742 small employers.
