November 3, 2003 Texas H.B. 2292 Transition Plan With the passage of H.B. 2292 in May 2003, the 78th Texas Legislature set the stage for significant improvement in the delivery of health and human services to all Texans who qualify for needed assistance by mandating a fundamental transformation of health and human services in Texas.
