October 22, 2007 The report was issued by the Center for the Study of Social Policy (CSSP). CSSP was appointed by United States District Court Judge Stanley Chesler as a monitor to the class action lawsuit, Charlie and Nadine H. v. Corzine. As monitor, the CSSP was to determine the extent to which the DCF had been complying with the goals of the settlement agreement, aimed at improving New Jersey's child welfare system.
