Res-Care, Inc. is challenging the U.S. Department of Labor (DOL), Employment and Training Administration (ETA) decision to add a small business set- aside to its rebid for the Blue Ridge Virginia Job Corps center contract continuously held by Res-Care since January 1997. This document is a denial of a Res-Care's initial legal challenge to block the DOL from making the contract a small-business set aside.
