Medicare hospice provider organizations can offer non-skilled hospice services to terminally ill patients who do not qualify for the Medicare hospice benefit without incurring Medicare kickback or self-referral penalties. This opinion was released by the federal Department of Health and Human Services Office of the Inspector General (OIG) in response to a specific query from non-profit hospital-based hospice organization.
