This report released by the Office of the Inspector General (OIG) for the federal Department of Health and Human Services (HHS) summarizes 23 audit and evaluation reports conducted by the OIG since 2006 focusing on vulnerabilities in state Medicaid Personal Care Services (PCS) programs. In many instances, the OIG found improper PCS payments because the services were not provided in compliance with state requirements, were unsupported by documentation indicating that the services had actually been provided, were provided while beneficiaries were in an institution, or were provided by PCS attendants who did not meet state qualifications.
