To relieve severe prison overcrowding and improve the level of health care provided to inmates, the California Department of Corrections and Rehabilitation (CDCR) entered into a contract with The GEO Group, Inc. (GEO) to house adult male inmates in out-of-state facilities. The placements are an effort to comply with the terms of Plata v.
