July 4, 2006 State of Michigan Improved High School Graduation Requirement In April 2006, the State of Michigan instituted unique graduation requirements into the Michigan Merit Curriculum for the class of 2011 that mandated some form of on-line learning experience. It is the first such requirement in the United States. Passage of 2006 House Bill 5606 required that students have on-line experience integrated with educational coursework.
