November 15, 2008 For 2010, Blue Cross Blue Shield's Federal Employee Health Benefits Program has changed how it approaches parity. This document describes the 2009 plan. Members were not required to have prior approval for outpatient treatment, and without prior approval benefits were provided at non-preferred levels.
