On November 15, 2012, the Secretary of Health and Human Services, Kathleen Sebelius, released a letter to the state governors extending the deadline for states to declare whether or not they intend to establish a Health Insurance Exchange, under the provisions of the Patient Protection and Affordable Care Act of 2010.
