Child Welfare: Various HHS Offices Provided Input On Decision To Grant Exception From Religious Nondiscrimination Requirement

This report was released on November 25, 2019 by the federal Government Accountability Office (GAO). The report presents factors in the Administration for Children and Families decision to grant South Carolina's request for an exemption from federal grant regulations related to non-discrimination. The waiver was granted in January 2019. It meant that South Carolina could continue to use federal funds to pay for foster care and adoption services provided by faith-based provider organizations that sought to impose their religious requirements on employees and potential foster parents . . .
