Maryland Department of Health and Mental Hygiene Testimony to State Senate Committee Concerning the Fiscal Year 2010 Budget Reversion by the Developmental Disabilities Administration

November 30, 2011 The Secretary of the Maryland Department of Health and Mental Hygiene, Dr. Joshua M. Sharfstein, testified before the Senate Finance and Budget and Taxation Committees about the reasons behind the Developmental Disabilities Administration (DDA) failure to spend its full 2010 budget allocation. The problem was discovered at the end of fiscal year 2011, and according to state law the unspent 2010 funds ($25 million) lapsed back to the state general fund. He also discussed DDA's plans for improving its accounting practices and for improving services to clients on the waiting list for services.  Download the Report . . .
