The Measure of a Society: Protection of Persons in Residential Facilities Against Abuse and Neglect
December 1, 2011 In December 2011, the New York Governor's special advisor on vulnerable persons compiled this report addressing the problem of differing standards for reporting and investigating abuse and neglect of vulnerable people in residential programs operated or licensed by six New York departments or offices. As of December 31, 2010 there were approximately 273,600 children and adults with disabilities living in residential facilities. Although the obligation to protect these vulnerable children varied widely among state agencies, major gaps and inconsistences were observed and are reported in this document.
